Officials from the Federal Antimonopoly Service have chosen a tax operator for goods bought by Russians abroad

This month, officials announced the need to take measures that "must ensure equal conditions for companies in the Russian Federation to operate using a network the Internet". The first to introduce such a tax was proposed by the Association of Internet Trade Companies (ACIT), which represents the interests of Russian online stores. This was done back in 2016, in August. Now, officials are actively working on making the necessary changes in the legislation. The other day, a tax operator for foreign purchases of Russians was chosen, as reported by Izvestia.

Journalists learned that administrating the payment of VAT on purchases of Russians in foreign online stores will most likely be the National Payment Card System (NSPC). At the moment, this organization is the operator of the national payment system Mir, and it also performs the duties of a nationwide processing center for operations on bank cards of Russian citizens. As far as you can understand, tax payments instead of sellers will be handled by site-aggregators of goods like AliExpress.

According to FAS representatives, charging VAT from foreign online stores is an excellent opportunity to level out competitive conditions for domestic and foreign sellers. Now the general concept of the new tax system has been adopted, in the future only technical details will be worked through. In addition to AliExpress, VAT plan to oblige to pay eBay, Amazon and other sites. They will have to register with the Federal Tax Service and once a month make tax payments for the purchases of Russian customers of sellers whose goods are placed in their aggregators.

"In the mind of the consumer, the aggregator is always associated with the seller. At the same time, putting hundreds of thousands of individual sellers on one site is a very difficult and long process. International trade activity has undergone changes, aggregators have been introduced in the legal field. According to some participants of the meeting, they must pay all the necessary taxes, "- said the president of the Association of Internet Trade Companies Alexei Fedorov.

In this case, the additional payment will have to be made to the recipient of the parcel. Moreover, the payment of services for the opening and evaluation of the purchased goods will also be added to the VAT amount.

Various companies, including eBay, attended the meeting with the FAS. Representatives of this organization said that they do not have data on what products and for what amount are ordered by various users. The Office, in turn, asked foreign sites to provide data on the organization of their work and financial flows, as well as to talk about what taxes and in what countries they pay.

The head of the Russian representation of AliExpress Mark Zavadsky reminded the meeting participants that the legislation of the Russian Federation provides for the possibility to tax only those goods that are already in Russia. And this means that VAT can not be extended to trade outside the country. In addition, Zavadsky believes that AliExpress is not a seller of goods, and therefore can not act as a tax agent.
