In Russia, sales of smart watches, surprisingly, grow by 30-50% per year (according to local retailers). Devices are gradually coming into use, they are happily worn, for example, by domestic civil servants. In 2014, Apple announced that it was going to produce "smart watches". Many experts appreciated the idea skeptical: they said that the failure of Tim Cook was near – this was the first new device firm, the creation of which did not participate Steve Jobs. Well and generally, why Apple Watch, instead of iWatch, where sequence? And the first sales really pleased the skeptics. Such an advantage, as in the smartphone market, the company did not receive.

But this failure can not be called. Since 2015, Apple has sold 32 million Apple Watch. The first models sold even better than the previous novelty from Apple – the first iPhone. In the current quarter, the company sold 2.8 million hours, a 56% increase over the same period last year. The figures are impressive for shareholders, and this fall, along with the iPhone 8, is expected to release the third generation Apple Watch, with new technologies inside. Shortly before the presentation of Apple there were reports that the price of smart watches in Russia would soon grow – because of the "author's collection."

Where the legs grow

The Ministry of Culture proposed to charge the author's fee from a smart clock. The argument is simple: smart watches can be used to play "phonograms and audiovisual works", so people can "pirate" and listen to music, and "chasofons" in this case act as "collaborators". To "compensate losses to rightholders", from manufacturers of smart watches entering Russia, will additionally levy a tax. The office explains:

These devices are used by citizens to play music and video, which is indicated, in particular, by the manufacturers themselves (distributors), noting the possibility of copying (storing) music in the memory of "smart" watches and then listening to it As an advantage over other gadgets.

A new tax on watches will be distributed through the Russian Union of Rightholders in accordance with the famous "one-percent" law, which was adopted back in 2010 and has since been called the name of Nikita Mikhalkov. Now the collection is paid regularly by more than a hundred importing companies. The fund, which is headed by the director, goes to 1% of the cost of each imported smartphone, laptop, tablet, computer, flash drive, disk and video camera, and now hours. The tax does not apply only to televisions sold in the country, from the list of devices from which the author's fee is charged, they also want to exclude video cameras.

One percent of the customs cost – it seems not so much. But in the end, the amount is quite decent. The Russian Union of Right Holders collects from 2.2 to 3.4 billion rubles from the producers for the year. According to one of the largest Russian retailers, in 2016, the country sold 137,000 smart hours worth 3.3 billion rubles. That is, they can earn an additional 30 million rubles from them. Prior to that, the customs duty for smart watches had already increased one time – from 0% to 10% in December 2015. Then the Federal Customs Service (FCS) forced the importers to pay, which on the contrary (in contrast to the arguments of 2017) refused to classify watches as "devices for receiving and transmitting data" (with zero duty) and instead referred them to the category of ordinary hours – from Duty of 10%. In the classification of devices that are considered to be watches, then the characteristics of Apple Watch (display 1.53 ", sapphire crystal, magnetic clasp, dimensions) were recorded. But in fact, the fee was forced to pay and other manufacturers – Samsung, Sony, LG. Because of this, before the New Year, the clock went up by an average of 15%.

The new law of the Ministry of Culture (1% in favor of the Russian Union of Rights Holders) also did not meet with a warm welcome from the market. The representative of the association of commodity producers of electrical and computer equipment RATEK Anton Guskov called it "absurd", because "smart watches are not used for recording, but only for the reproduction of content." The same sentiments were in 2015, but the law was still accepted.

Increasing fees can affect not only smart hours. At the end of June, they suggested increasing duties on all imported electronics in order to "support the domestic producer". Even the increase in duties is discussed 4 (!) Times, from 14% to 60% (for this is the governor of the Pskov region Andrey Turchak).

If you want to buy any electronic device, fortunately, there is always an alternative. It is not necessary to take devices in the price of which customs duties and several taxes are charged. You can buy goods directly in America or Europe and for a couple of dozen dollars to deliver it to Russia. Even for things for $ 50, this often proves beneficial, not to mention the $ 300 watch.
